Depending on how Mags treats 2/3 (either exactly 2/3 or more than 2/3), the Double Voter is either Michigan or Silver Lantern.

I'm wondering if MJ's use of big words is a hint at The Merovignian, Neutral Survivor 2x Voter from FND...

I got confirmation from Magnito that there were 12 votes on Carl (for 2/3), not 13 (for 2/3+). This confirms that the Double Voter must be Silver Lantern or michigan.
